If it is a weekly account, why not checking into getting a water meter from the city and filling at the closest hydrant? Fill time at most 7min. I know in some towns and citys the price of water and the meters are nuts but its an idea. My guess is with a weekly account and the number of cars they wont pay 1.00 a car.

I've worked with a bunch of hydrants, and the water was always stained.  Fine for a structure, but I'll bet it would spot up cars...
