I am new at this and would like to know what is a good kind of cleaning agent for vinyl siding that wont harm anything.

For the milk and cookies to be effective you should really run them through a surface cleaner held up against the siding.  Follow that with a brillo pad.  The generic oreos don't have a high enough concentration of filling though.  Gotta use the Double Stuffed Oreos.
